The action centres around Frederic, who was as a child apprenticed to a band of tender-hearted, orphaned pirates by his nurse, Ruth, who, being hard of hearing. Had mistaken her master’s instructions to apprentice the boy to a pilot. Frederic, upon completing his 21st year, rejoices that he has fulfilled his indentures and is now free to return to respectable society. Never having had female company, except Ruth, he comes across a bevy of young girls who all happen to be the unmarried daughters of Major General Stanley. Frederic falls in love with Mabel but not realising that he was born on 29th February in a leap year, he is in fact apprenticed until he reaches his 21st birthday so cannot leave the pirate band. The Major General recruits the local timid constabulary to try and capture the pirates. Chaos ensues but all is unravelled by the end of the opera when the true identity of the pirates is revealed and all ends happily.
